What Is Random Drug Testing?
Random drug testing is a workplace testing program where employees are selected for drug and alcohol testing on an unannounced, unpredictable basis using a scientifically valid random selection method. Because employees never know when they may be selected, random testing serves as a powerful deterrent against substance use.

DOT vs. Non-DOT Random Testing Requirements
There are important differences between DOT-regulated and non-DOT random testing programs:
DOT Random Testing
DOT random testing is federally mandated for all safety-sensitive employees under DOT agency regulations. These programs must follow strict guidelines outlined in 49 CFR Part 40, including:
- Random selections must be made using a scientifically valid method that gives each employee an equal chance of being selected
- Selections must be spread reasonably throughout the calendar year
- Testing must be unannounced, and employees must report immediately upon notification
- Only federally certified laboratories may be used for DOT testing
- All results must be reviewed by a qualified Medical Review Officer (MRO)
Non-DOT Random Testing
Non-DOT random testing programs are voluntary programs established by employers who want to maintain a drug-free workplace. While not federally mandated, these programs are governed by state law and company policy. Idaho employers have broad discretion to implement random testing programs, and many choose to do so for safety and liability reasons.
How Random Selection Works
A compliant random selection process is essential to the integrity of your testing program. Here is how we manage it at Assurity Drug Testing:
- Employee pool: All eligible employees are entered into the random selection pool. For DOT programs, this includes every safety-sensitive employee.
- Computer-generated selection: Our system uses a scientifically valid, computer-based random number generator to select employees for testing.
- Equal probability: Every employee in the pool has an equal chance of being selected each time a draw is made. An employee can be selected more than once in the same year.
- Spread throughout the year: Selections are distributed across all quarters to ensure unpredictability and year-round deterrence.
- Immediate notification: Selected employees are notified and must report for testing promptly. For DOT testing, employees must proceed to the collection site immediately upon notification.
FMCSA Random Testing Rates
The Federal Motor Carrier Safety Administration (FMCSA) sets minimum annual random testing rates for CDL drivers and other safety-sensitive transportation employees:
- Drug testing: A minimum of 50% of the average number of safety-sensitive employees must be tested for drugs each calendar year
- Alcohol testing: A minimum of 10% of the average number of safety-sensitive employees must be tested for alcohol each calendar year
These rates mean that if you have 10 CDL drivers, at least 5 random drug tests and 1 random alcohol test must be conducted over the course of the year. Keep in mind that because selection is truly random, some employees may be selected multiple times while others may not be selected at all in a given year.
